Increases the expense threshold for municipal employment of private detectives in crime investigation from $500 to $2,000 without specific appropriation.

Requires municipalities to apply to the Division of State Police within the Department of Public Safety for assistance and wait a reasonable time before hiring private detectives.

Mandates written notice at least seven business days prior to hiring private detectives to the local police chief, Division of State Police, and state's attorney for the judicial district.

Imposes a fine of up to $500 on municipal officials who violate these provisions and creates civil liability for amounts expended in excess of appropriated funds.

Takes effect October 1, 2011.
