Exempts nonprofit volunteer ambulance services that provide emergency medical services on a subscription basis from being regulated as insurance companies under Connecticut law, effective October 1, 2011.

Adds language to section 38a-41(a) clarifying that such ambulance services shall not be deemed to be engaged in the business of insurance.

Amends section 38a-479qq(a) to exclude ambulance services provided on a subscription basis by nonprofit volunteer organizations from the definition of "health care services" in medical discount plan regulations.

Applies exemptions to ambulance services specifically structured as nonprofit volunteer organizations offering subscription-based emergency medical services.
