Reorganizes the Department of Mental Health and Addiction Services to clarify that Connecticut Valley Hospital divisions include the Addictions Division, Whiting Forensic Division, and General Psychiatric Division, replacing outdated references to the "Acute Care Division."

Changes the Commissioner of Mental Health and Addiction Services' authority from "shall" to "may" adopt regulations regarding opioid treatment programs and municipal/nonprofit use of department facilities, making regulation adoption discretionary rather than mandatory.

Removes all references to the Community Mental Health Strategy Board throughout the statutes, eliminating this board's role in consultation on flexible emergency funding, pilot programs, and Medicaid planning initiatives.

Revises section 17a-485h to establish certification of "intermediate duration acute psychiatric care beds" in general hospitals for adults with serious and persistent mental illness, with the commissioner to adopt regulations establishing certification requirements.

Repeals multiple sections including 17a-453a, 17a-453b, 17a-458b, 17a-458c, 17a-458d, 17a-485, 17a-485a, and 17a-485b effective October 1, 2011.
