Repeals and replaces subsections (a) and (b) of Connecticut General Statutes section 19a-342, effective October 1, 2011.

Expands the definition of locations where smoking is prohibited to include establishments with permits for alcoholic liquor sales under sections 30-23 and 30-24a, closing a previous exemption for certain permit types issued after May 1, 2003.

Maintains existing smoking prohibitions in state buildings, health care institutions, retail food stores, restaurants, schools, elevators, dormitories, and certain entertainment venues.

Preserves exemptions for correctional facilities, psychiatric facilities, designated smoking rooms, classrooms with medical demonstrations, and outdoor seating areas where at least 75 percent is designated nonsmoking.

Allows tobacco bars holding permits as of December 31, 2002 to permit smoking, but prohibits them from expanding in size or relocating.
