Amends section 17a-247b of Connecticut General Statutes to expand access to the Department of Developmental Services' abuse and neglect registry.

Adds charitable organizations that recruit volunteers for programs serving persons with intellectual disabilities as a new category authorized to access the registry.

Requires charitable organizations to apply to and receive approval from the commissioner before accessing registry information for volunteer background checks.

Maintains existing access permissions for authorized agencies, employers of service providers, and the Departments of Children and Families and Mental Health and Addiction Services.
