Amends jury summons procedures to require that the number of jurors summoned from each town be based on the town's population as a percentage, rounded to the nearest whole number, with percentages determined by the Jury Administrator.

Prohibits jurors from being summoned for jury duty at any court location in a judicial district or geographical area that does not include the town where the juror resides.

Allows the Jury Administrator to modify the date, location, or other conditions of juror service to meet urgent court needs, but maintains the restriction that jurors cannot be summoned outside their residential district or geographical area.

Takes effect September 1, 2011 and amends General Statutes sections 51-220 and 51-232a.
