Adult adopted persons age 21 and older, or their authorized applicants if deceased, may request and receive sealed original birth certificates and contact preference forms effective October 1, 2011, regardless of when parental rights were terminated.

Birth parents may complete contact preference forms indicating whether they wish to be contacted, contacted only through an intermediary, or not contacted at all, with forms attached to sealed birth records.

Birth parents may provide updated health history information that will be made available to adopted persons or authorized applicants upon request.

Existing consent requirements for identifying information about biological parents and relatives remain in effect, except for the new access to original birth certificates and health information.

All amendments take effect October 1, 2011, and modify Connecticut statutes governing adoption records, vital statistics, and the release of parental health and identifying information.
