Transfers authority for site plan approvals from zoning commissions to designated municipal officials, while maintaining the same approval standards and timelines.

Establishes a 65-day decision deadline for site plan approvals when site plan is the only remaining zoning requirement, and for subdivision and resubdivision applications with no public hearing held.

Allows planning commissions to delegate subdivision approval authority to duly authorized agents, except for resubdivision plans which must remain under commission review.

Requires written justification (rather than on-the-record statements) when officials impose conditions that differ from inland wetlands agency recommendations.

Eliminates the discretionary public hearing requirement for subdivision proposals while maintaining mandatory hearings for all resubdivision applications.
