Requires the Secretary of State to complete a revision of the State Plan of Conservation and Development by March 1, 2012, expanding it to include policies on transportation, energy, and air.

Mandates that revised plans identify major transportation proposals from the master transportation plan and consider conservation of state-designated greenways and a state-wide greenways system.

Requires revisions to address economic development, affordable housing, natural hazards (flooding, high winds, wildfires), and identify compact, transit-accessible development areas and corridor management areas along highways and rail lines.

Establishes that each policy in revisions must include assigned priorities, estimated funding and sources, responsible entities, and implementation schedules, with three benchmarks to measure progress.

Directs the Secretary to present draft plans to the legislative committee by September 1st and publish final plans by March 1st in revision years, posting them online and holding public hearings within five months of publication.
