Reduces Phase I (fiscal years 2009-2011) funding for Southern Connecticut State University's Code Compliance/Infrastructure Improvements from $21,860,500 to $16,955,915.

Reduces Phase I funding for Southern Connecticut State University's New Academic Laboratory Building/Parking Garage from $20,426,000 to $8,944,000.

Adds $16,386,585 in Phase I funding for additions and renovations to Buley Library at Southern Connecticut State University.
