Prohibits any person from manufacturing, selling, or distributing blunt wraps (individual tobacco wrappers made wholly or in part from tobacco, designed and marketed for retail sale) in Connecticut effective January 1, 2012

Establishes penalties for non-distributors who violate the prohibition: up to $250 for first offense and up to $500 for second or subsequent offenses

Establishes higher penalties for distributors who violate the prohibition: up to $1,000 for first offense, up to $5,000 for second offense, and up to $10,000 for third or subsequent offenses

Adds definitions to Connecticut General Statutes Section 12-330a including "blunt wrap" and "dealer" to clarify the scope of the prohibition
