Department of Higher Education shall study the Chemical Innovations Institute at the University of Connecticut Health Center and its role in chemical and toxin-related policy recommendations, with a report due to relevant legislative committees by January 1, 2012.

Chemical Innovations Institute board of directors expanded to include the Commissioners of Public Health, Environmental Protection, and Consumer Protection as ex-officio members, plus seven appointed members representing manufacturers, labor, environmental, and health organizations.

Effective October 1, 2012, prohibits manufacturing, selling, or distributing infant formula and baby food in Connecticut in plastic containers, jars, or cans containing bisphenol-A in any portion that contacts the formula or food.

Existing inventory of bisphenol-A containing infant formula and baby food containers may be sold or distributed until October 1, 2013, or until the federal Food and Drug Administration approves alternative materials, whichever is earlier.

Commissioner of Consumer Protection authorized to enforce the bisphenol-A prohibition within available appropriations.
