• Requires individual and group health insurers to notify insured individuals that they may contact the Office of the Healthcare Advocate for assistance with filing appeals when denying coverage, and provide the office's contact information.

• Expands the requirement for employers to post notices about Healthcare Advocate services to all employers providing health insurance benefits, removing the previous exemption for self-insured employers.

• All provisions take effect October 1, 2011.
