Restructures the Bradley Board of Directors effective July 1, 2011, expanding from seven to nine total members consisting of the Commissioners of Transportation and Economic and Community Development (ex-officio) plus seven appointed members.

Increases private sector representation on the board from three to five members, with the Governor appointing three members (including the chairperson) rather than one.

Grants the Bradley Board of Directors new authority to employ managerial employees, set their salaries from the Bradley Enterprise Fund, and develop streamlined competitive bidding procedures for construction contractors and vendors by June 30, 2012.

Removes the requirement that contract reviews be completed within ten business days and eliminates the phrase "in consultation with the Commissioner of Transportation" from the board's organizational duties.

Requires the Bradley Board of Directors to study statutes and regulations that prevent or delay airport operations and report recommendations to the General Assembly by February 15, 2012.
