Requires the Connecticut Development Authority to disclose the names, addresses, and locations of all business entities receiving financial assistance in its annual November 1st report to the General Assembly.

Mandates that reports include for each recipient: business activities, Standard Industrial Classification codes, gross revenues, employee count, minority/woman-owned business status, assistance terms and conditions, leveraged private investments, and job creation versus actual job performance comparisons.

Requires Connecticut Innovations, Incorporated to submit similar comprehensive disclosure reports identifying all financial assistance recipients by name, address, and location, with exceptions allowing confidential revenue data handling for non-public companies.

Allows the Governor and joint standing committee chairs and ranking members to examine detailed revenue data for individual businesses in confidence upon request.

Effective from passage; amends Connecticut General Statutes sections 32-11a(c) and 32-47a.
