Department of Higher Education must collaborate with Department of Education to study teacher preparation and training requirements for faculty at public institutions of higher education, including consistency of requirements across institutions.

Study must examine whether faculty receive appropriate training in research-based reading instruction and subject matter areas, whether they meet students' educational needs, and their capacity to provide postsecondary remedial education.

Department of Higher Education must also study monitoring and accountability of continuing education units, with findings reported to relevant legislative committees by January 1, 2012.

Department of Higher Education must study alternate routes to certification in early childhood education, including Charter Oak State College's program, and determine whether changes are needed to comply with State Board of Education certification requirement updates.

Report on alternate route certification study due to joint standing committees of the General Assembly by January 1, 2012.
