Repeals and replaces Section 10-184 of the general statutes regarding school attendance requirements, effective July 1, 2011.

Parents may delay kindergarten entry until age 6, and may delay first grade entry until age 7 if a physician certifies the child should not attend school or the child has been identified as having a developmental delay.

Requires parents or guardians of children ages 5-18 to ensure school attendance during regular school hours and terms, unless the child is a high school graduate or receiving equivalent instruction elsewhere.

Permits 17-year-old students to withdraw from school with parental consent after the parent personally appears at the school district office and signs a withdrawal form, provided the school district has informed the parent of available educational options.

Requires school districts to provide parents with information about educational opportunities available in the school system.
