Amends section 31-227(d) of the general statutes regarding unemployment benefits for educational institution employees, effective October 1, 2011.

Requires employers to provide actual written or verbal communication of an offer or assignment to establish "reasonable assurance" of continued employment for instructional, research, or principal administrative staff between academic years or terms.

Entitles non-instructional educational employees to retroactive unemployment benefit payments if they are denied benefits based on reasonable assurance but are not actually offered employment for the following academic year or term.

Applies reasonable assurance restrictions to benefits during established vacation periods and holiday recesses for educational institution employees.

Extends the reasonable assurance doctrine to employees of educational service agencies that provide services to educational institutions.
