Extends the look-back period for determining state "on" indicators for unemployment extended benefits from two preceding calendar years to three preceding calendar years for weeks of unemployment beginning after December 17, 2010, and ending on or before December 31, 2011.

Applies the extended three-year look-back period when computing insured unemployment rates, requiring rates to equal or exceed 120 percent of the average for the corresponding thirteen-week periods in all three preceding calendar years (instead of two).

Also extends the three-year look-back period for total unemployment rate indicators, requiring rates to equal or exceed 110 percent of such average for any or all of the three preceding calendar years (instead of two).

Makes technical amendments to reorganize and renumber definitions in section 31-232b, including clarifications to subsection references throughout related unemployment compensation statutes.

Applies only when 100 percent federal sharing is authorized by federal law, or after a date established in federal law permitting such extensions.
