Requires registrars of voters to conduct audits of votes in at least 10 percent of voting districts for federal, state, and municipal elections or primaries between the 15th day after an election and two business days before the official canvass.

Changes audit methodology from manual recounts to either manual audits or tabulation of paper ballots using an independent machine, with results compared to original voting tabulator results.

Directs the University of Connecticut to analyze audit results and report any discrepancies to the Secretary of the State and State Elections Enforcement Commission.

Authorizes the Secretary of the State to order a discrepancy recanvass if vote total differences exceed one-half of one percent and could affect the margin of victory.

Mandates the Secretary of the State have access to voting tabulator code when problems are discovered during audits and requires examination and recertification of any tabulator found to have recorded votes inaccurately.

Takes effect July 1, 2011.
