Repeals existing restrictions on absentee voting by eliminating the requirement that voters provide specific reasons (such as military service, illness, disability, religious observance, or official election duties) to cast absentee ballots.

Allows any eligible elector to vote by absentee ballot at primary elections, general elections, and referendums without providing an excuse or reason.

Takes effect upon certification by the Secretary of the State that voters have approved a constitutional amendment concerning no-excuse absentee voting.

Amends Connecticut General Statutes Section 9-135(a) to implement the no-excuse absentee voting policy.
