Expands exemptions under the Freedom of Information Act to include communications protected by attorney-client privilege, marital privilege, clergy-penitent privilege, doctor-patient privilege, therapist-patient privilege, and other common law or statutory privileges.

Removes the reference to "state" statutes and replaces it with "the general statutes" in the list of exempted records and privileged communications.

Adds a new exemption (subdivision 25) protecting the name, address, telephone number, or email address of any person enrolled in senior center programs administered or sponsored by public agencies.

Takes effect October 1, 2011 and amends section 1-210(b) of the general statutes.
