State Elections Enforcement Commission shall create a web-based program for preparation and electronic submission of financial disclosure statements and prescribe standard reporting format and specifications for vendor-created programs.

Effective April 1, 2012, campaign treasurers of committees for statewide candidates (Governor, Lieutenant Governor, Attorney General, State Comptroller, State Treasurer, Secretary of State, state senator, state representative, judge of probate) raising or spending $4,500 or more must file all financial disclosure statements electronically.

Campaign treasurers of state central committees, legislative caucus committees, legislative leadership committees, and town committees raising or spending $5,000 or more annually must file financial disclosure statements electronically.

Individuals or committees making independent expenditures required to report such expenditures must file electronically in accordance with section 9-612.

Candidates and political committees below the required thresholds may voluntarily file financial disclosure statements electronically through the commission's web-based program.
