Establishes a general operation and maintenance work license issued by the Commissioner of Consumer Protection under existing licensing provisions in section 20-333.

Requires applicants to complete an education and training program established and approved by the Commissioner of Consumer Protection before taking the licensure examination.

Restricts license holders to performing work only as employees of commercial building owners or employees of third-party property managers contracted by commercial building owners, limited to the commercial building premises.

Permits license holders to also perform authorized work while employed by a licensed contractor under the same chapter.

Takes effect January 1, 2012.
