Repeals and replaces Section 31-40q of the general statutes regarding smoking prohibitions in workplaces, effective October 1, 2011.

Expands the definition of "employer" to include self-employed persons regardless of whether they have employees.

Adds a new definition of "home" and excludes employer homes from the definition of "business facility" where smoking restrictions apply.

Requires all employers to prohibit smoking in business facilities, with permission to designate one or more smoking rooms that meet specific ventilation and location requirements.

Requires employers that provide smoking rooms to also provide sufficient nonsmoking break rooms for nonsmoking employees and allows employers to designate entire facilities as completely nonsmoking.
