Repeals and replaces Section 21a-267 to establish penalties for drug paraphernalia use or possession as a Class C misdemeanor, and delivery/manufacture of drug paraphernalia as a Class A misdemeanor.

Adds enhanced one-year mandatory consecutive sentences for drug paraphernalia violations occurring within 1,500 feet (or 200 feet in towns with population exceeding 60,000) of schools during regular hours or school-sponsored activities, if the violator is not enrolled as a student.

Modifies Section 21a-278a to establish three-year mandatory consecutive sentences for drug manufacturing, distribution, or possession with intent to sell/dispense within 1,500 feet (or 200 feet in larger towns) of elementary or secondary schools during school hours or child day care centers during operating hours; removes references to public housing projects.

Modifies Section 21a-279 to add two-year mandatory consecutive sentences for drug possession violations within 1,500 feet (or 200 feet in larger towns) of schools during school hours or child day care centers during operating hours for non-enrolled persons.

Effective date of October 1, 2011 for all amendments.
