Expands property registration requirements to include commercial properties and properties where foreclosure actions are commenced, not just vacant residential properties, effective October 1, 2011.

Requires registration with the town clerk within ten days of recording a notice of lis pendens in a foreclosure action, and allows MERS to register on behalf of the foreclosing party.

Registration must include the registrant's contact information and the contact for the person or entity responsible for property security and maintenance; registrants must pay a $100 fee and report changes within ten days.

Establishes a civil penalty of $100 per day for violations of registration requirements, enforceable by municipal officials through Superior Court action.

Eliminates the distinction between vacant and occupied properties for insurance purposes under section 49-73b, allowing municipalities to apply requirements to single-family and two-family dwellings owned by registered foreclosure entities.
