Establishes a list maintained by the Jury Administrator to exclude persons from jury summoning for criminal cases involving charges of murder or manslaughter if an immediate family member of that person was a victim of murder or manslaughter.

Defines "immediate family member" as a spouse, child, sibling, or parent of the victim.

Allows persons to request exclusion from such jury summoning and rescind that request at any time with written notice to the Jury Administrator.

Takes effect October 1, 2011, and amends Section 51-217 of the general statutes.
