Expands the state health insurance plan under section 5-259 to include uninsured individuals, tax-credit eligible individuals, retired members, and members of associations for personal care assistants, effective October 1, 2011.

Allows the Comptroller to procure health benefit plans for these new eligible groups on a voluntary basis, either fully underwritten or risk-pooled, with administrative costs not paid by the state.

Defines "uninsured individuals" as those with no access to employer-sponsored or government-sponsored health insurance.

Requires the Comptroller to submit annual reviews to the General Assembly regarding coverage of these groups beginning February 1, 2012.

Maintains existing protections including prohibition of refusal based on health care costs or claim experience and voluntary participation requirements.
