Commissioner of Administrative Services must submit a report by January 1, 2012, to the Governor and the joint standing committee on labor in consultation with the Labor Commissioner, University of Connecticut president, and Commissioners of Public Works and Transportation.

Report must analyze laws or economic factors that disadvantage resident bidders compared to nonresident bidders in submitting the lowest responsible qualified bids.

Report must identify reasons that existing laws designed to give preference to state citizens for employment on public works projects are not being enforced.

Report must include recommendations for administrative or legislative action to increase state contracts awarded to resident bidders through in-state contract preferences or other means, within constitutional limits.
