Effective October 1, 2011, the Department of Public Works may require community workforce agreements for construction contracts at Connecticut State University System colleges where prevailing wage rates apply.

Community workforce agreements must be binding on all contractors and subcontractors and include provisions against strikes or lockouts, procedures for resolving labor disputes, and requirements for apprenticeship programs.

Each agreement must include a plan for employment and apprenticeship positions for minority group members and women that equals or exceeds statutory requirements, with resources provided for apprenticeship preparation.

The Department of Public Works must monitor and publicly report on the amount and share of work performed by women and minority group members and their progression into apprentice and journey worker positions.

The Commissioner of Public Works must submit an annual report to the joint standing committees on labor and higher education regarding the effectiveness of community workforce agreements and recommendations for improvements.
