Changes subdivision regulations to require (rather than merely encourage) energy-efficient patterns of development and use of solar and renewable energy forms.

Mandates applicants submit an analysis demonstrating they have used passive solar energy techniques in developing subdivision plans, rather than just considering them.

Defines passive solar energy techniques as site design methods including house orientation, street and lot layout, vegetation, topographical features, and solar access protection.

Requires passive solar techniques to not significantly increase housing costs to buyers after accounting for tax credits, subsidies, and exemptions.

Planning commissions must consider the passive solar energy analysis when making decisions on subdivision applications, effective October 1, 2011.
