Allows farm winery permit holders to sell wine manufactured by their winery at farmers' markets operated as nonprofit enterprises, with an invitation from the farmers' market and a farmers' market wine sales permit.

Establishes a farmers' market wine sales permit with an annual fee of $250 plus a $100 nonrefundable filing fee, valid for one year and allowing sales at up to three farmers' market locations per year.

Restricts farmers' market wine sales to bottles only, requires the permit holder or authorized representative to be present at time of sale, and prohibits sales on Sundays and outside 8:00 a.m. to 9:00 p.m. hours.

Permits towns and municipalities to prohibit wine sales at farmers' markets within their jurisdictions by ordinance or zoning regulation.

Allows farm winery permit holders to also hold farmers' market wine sales permits, in-state transporter permits, and wine festival permits concurrently, effective July 1, 2011.
