Transfers the Commission on Fire Prevention and Control from the Department of Public Safety to the Department of Emergency Management and Homeland Security, effective July 1, 2011.

Transfers the Police Officer Standards and Training Council from the Division of State Police to the Department of Emergency Management and Homeland Security, effective July 1, 2011.

Transfers the Office of Emergency Medical Services from the Department of Public Health to the Department of Emergency Management and Homeland Security, including all related functions, duties, and certifications of emergency medical technicians and paramedics.

Establishes an Office of Education and Data Management within the Department of Emergency Management and Homeland Security to oversee training and accreditation of building and fire code officials, 9-1-1 operators, and management of the National Fire Incident Reporting System.

Transfers the Office of State-Wide Emergency Telecommunications from the Department of Public Health to the Department of Emergency Management and Homeland Security and establishes an E 9-1-1 Commission to coordinate state-wide emergency telecommunications planning.
