Establishes a gun offender registration system for persons convicted on or after October 1, 2011, of specified firearm-related offenses, effective October 1, 2011.

Requires gun offenders to register with their municipal police department within 48 hours after sentencing (if no imprisonment) or release from prison, and to verify/update registration annually for four years.

Mandates courts to certify defendants as gun offenders, advise them of registration duties, and order compliance; registration must include name, crime description, conviction date, residence address, aliases, and physical description.

Prohibits gun offenders from failing to register, failing to verify information, or providing false information; violations subject to fines up to $1,000, imprisonment up to one year, or both.

Permits law enforcement agencies to share gun offender registry information with federal, state, and local agencies; allows expungement of records for offenders whose convictions are reversed or pardoned.
