Transfers the Office of Workforce Competitiveness from the Office of Policy and Management to the Department of Economic and Community Development, effective July 1, 2011.

Transfers all responsibilities of the Connecticut Commission on Culture and Tourism to the Department of Economic and Community Development and replaces the independent commission with a Culture and Tourism Advisory Committee within the department.

Replaces the executive director position of the Commission on Culture and Tourism with the Commissioner of Economic and Community Development as the administrative head, while maintaining the advisory committee structure with 28 voting members appointed by state officials.

Consolidates numerous culture, tourism, historic preservation, and arts programs under the Department of Economic and Community Development, including management of regional tourism districts, historic preservation tax credits, and the arts endowment fund.

Makes conforming changes throughout Connecticut statutes to replace references to the "Connecticut Commission on Culture and Tourism" and its executive director with the "Department of Economic and Community Development" and its commissioner.
