Transfers functions from the Department of Public Works to the Department of Administrative Services (excluding construction duties) and establishes a new Department of Construction Services, effective July 1, 2011.

Merges the Department of Information Technology into the Department of Administrative Services, creating a Division of Information Technology within Administrative Services and replacing the Chief Information Officer position with the Commissioner of Administrative Services.

Transfers the Division of Fire, Emergency and Building Services from the Department of Public Safety to the new Department of Construction Services, with the Commissioner of Construction Services overseeing fire prevention, building inspection, and related functions.

Moves the Judicial Selection Commission within the Department of Administrative Services while preserving the commission's independent decision-making authority and providing staff support.

Updates multiple statutes to reflect departmental name and title changes, replacing references to "Commissioner of Public Works" and "Chief Information Officer" with appropriate new titles across numerous state agencies and functions.
