Reorganizes Connecticut's higher education governance by renaming the "Board of Governors of Higher Education" to the "Board of Regents for Higher Education" effective July 1, 2011.

Increases the Board of Regents from 11 to 13 members, with 9 appointed by the Governor (including representatives of Connecticut State University System, regional community-technical colleges, and Charter Oak State College alumni) and 2 student and 2 faculty representatives serving as voting or ex-officio members.

Establishes the Board of Regents as the governing body for the Connecticut State University System, regional community-technical college system, and Charter Oak State College, consolidating higher education authority under a single board.

Changes the board's chief executive from "Commissioner" to "President" and modifies appointment procedures to require gubernatorial recommendation and appointment in accordance with Connecticut's executive branch regulations.

Creates a new faculty advisory committee to the Board of Regents with representatives from the three major constituent units, meeting at least twice annually to assist in performing statutory functions.
