SB 1013 - Governor's Budget Recommendations for Human Services

• Freezes nursing home and residential care facility rates through June 30, 2013, with exceptions for capital improvements and lower interim rates.

• Modifies prescription drug reimbursement to match state employee rates and eliminates Medicare Part D supplemental provisions for ConnPACE and Medicaid programs.

• Restricts Medicaid eligibility for state-funded nursing home care to persons requiring nursing home-level care effective July 1, 2011, and limits dental services to available appropriations.

• Implements a hospital net patient revenue tax at the maximum federal rate starting July 1, 2011, and creates a new resident day user fee for intermediate care facilities for the mentally retarded.

• Reduces Charter Oak Health Plan premium assistance amounts, increases security deposit guarantee program timeframes from 18 months to five years, and limits eyeglasses coverage to one pair every two years instead of annually.
