Creates a new civil violation for possession of less than one-half ounce of cannabis with a fine of $150 for first offense and $200-$500 for subsequent offenses, effective July 1, 2011.

Modifies penalties for possession of one-half ounce or more but less than four ounces of cannabis to allow fines up to $1,000 and imprisonment up to one year for first offense; fines up to $3,000 and imprisonment up to five years for subsequent offenses.

Creates a new infraction category for drug paraphernalia use or delivery related to less than one-half ounce of cannabis, with fines of $35-$90.

Adds 60-day motor vehicle license suspension for persons under 21 convicted of the new cannabis possession violation or drug paraphernalia infraction.

Requires persons convicted twice of the new cannabis possession violation to be referred to a drug education program at their own expense upon a third conviction.
