Consolidates the Department of Emergency Management and Homeland Security into the Department of Public Safety as a division, effective July 1, 2011, transferring all functions, powers, duties, and obligations between the departments.

Moves the Board of Firearms Permit Examiners from an independent agency into the Department of Public Safety for administrative purposes.

Transfers amusement park and amusement ride licensing and oversight authority from the Department of Public Safety to the Department of Consumer Protection, including license fee collection and inspection responsibilities.

Updates all references throughout Connecticut General Statutes to replace "Department of Emergency Management and Homeland Security" and "Commissioner of Emergency Management and Homeland Security" with appropriate Department of Public Safety references.

Reduces the Connecticut Emergency Response Commission membership from nineteen to eighteen members by eliminating the separate Commissioner of Emergency Management and Homeland Security position.
