Commissioner of Consumer Protection must create and maintain a public online database of all state-licensed professional engineers by January 1, 2012, including their names, addresses, and affiliated business entities, with annual updates.

Licensed professional engineers included in the database may certify to state agencies that economic development projects comply with all permit requirements.

"Economic development project" includes manufacturing, industrial, research, office, warehousing, renewable energy, pollution control, and other projects that the Connecticut Development Authority determines will create jobs, expand the tax base, or contribute to the state's economic base.

Professional engineers must be licensed under chapter 391 and registered in the database to provide certifications to state permit-issuing agencies.
