Repeals the existing pricing standard for competitive telecommunications services and creates a new framework allowing the Department of Public Utility Control to modify or remove pricing standards upon petition after the department certifies a telephone company's operations support systems interface.

Allows telephone companies and certified telecommunications providers to elect exemption from tariff filing requirements for competitive or emerging competitive intrastate services on or after December 31, 2011, provided they supply customers with information about rates and terms in a customer service guide or equivalent document filed annually with the department.

Eliminates the application process for telephone company withdrawal from retail provision of competitive services, replacing it with a 30-day notice requirement to the Department of Public Utility Control effective July 1, 2011.

Exempts telephone companies, community antenna television companies, and cable franchise authority holders whose accounts are required to be audited annually under federal law from state-mandated annual comprehensive audits, though the department may require state-specific audits with stated justification.

Establishes electronic filing procedures for the Department of Public Utility Control effective July 1, 2011, with filing date determined by when the department receives complete documents during business hours, eliminating the requirement for paper copies except in limited circumstances.
