Establishes a 14-member leadership group (7 appointed by Governor, 7 by legislative leaders, plus Commissioner of Higher Education as ex-officio member) to develop a comprehensive public agenda for higher education with state-wide goals and performance measures, effective October 1, 2011.

Requires the leadership group to develop four reports by January 31, 2012: a public needs report analyzing population, economic, workforce, and education data; a higher education policy audit assessing current policies; a finance report with recommendations for performance-based funding allocation; and a public agenda priorities report with specific strategies and measurable objectives.

Mandates the Department of Higher Education to monitor implementation progress and report to the joint standing committee on higher education by January 1, 2013, and annually thereafter.

Requires constituent units to annually report to the General Assembly and public on expenditures, staffing, state support, personnel expenses, capital improvement bonds, and state financial aid to students.

Directs the Board of Governors of Higher Education to reanalyze state education, workforce, and economic trends and revise state goals every ten years starting ten years after the initial public agenda priorities report is developed.
