Requires all persons administering polygraph examinations in Connecticut to obtain a license from the Commissioner of Consumer Protection, effective July 1, 2012.

Commissioner of Consumer Protection must adopt regulations by July 1, 2012 establishing qualifications for polygraph examiner licensure.

Exempts federal government employees who administer polygraph examinations as part of their employment from licensure requirements.

Prohibits licensed polygraph examiners from asking questions about sexual behavior, sexual orientation, or political or religious beliefs unless material to the investigation.

Requires all polygraph examinations to use instruments that permanently and simultaneously record the subject's cardiovascular, respiratory, and galvanic skin conductivity patterns.
