Increases the felony classification for manslaughter in the second degree with a motor vehicle from a class C felony to a class B felony, effective October 1, 2011.

Applies to persons operating a motor vehicle under the influence of intoxicating liquor or any drug who cause another person's death as a consequence of such impairment.

Requires courts to suspend the operator's license or nonresident operating privilege for one year upon conviction.

Mandates that convicted persons not operate any motor vehicle without an approved ignition interlock device for two years after license restoration by the Commissioner of Motor Vehicles.
