Requires local and regional boards of education to provide parents and guardians at least five school days' notice before proposing changes to a child's special education identification, evaluation, or placement.

Mandates boards offer parents a pre-assessment meeting with a planning and placement team member to discuss the special education process and parental concerns.

Requires boards to provide parents assessments and evaluations at least three school days before the planning and placement team meeting where results will be discussed for the first time, with a signed waiver option.

Mandates teacher preparation programs include instruction on implementing individualized education programs and requires certified special education teachers to complete at least ten hours of continuing education every five years on IEP implementation and parent communication.

Expands in-service training requirements for teachers to include implementation of student individualized education programs when working with special needs children in regular classrooms.
