SB 1039 Summary

• Expands who may conduct student health assessments to include advanced practice registered nurses, registered nurses, physician assistants, school medical advisors, and military-based medical practitioners, in addition to physicians.

• Removes requirement that regional educational service centers expend at least 6.25% of annual grants for implementing State Board of Education goals and removes their obligation to collect data on school district efforts to reduce racial, ethnic and economic isolation.

• Changes interdistrict magnet school grant payment schedule from 50% by September 1st and balance by January 1st to 70% by September 1st and balance by May 1st, with adjustments based on actual enrollment and prior year overpayments.

• Increases timeline for State Board of Education approval of state charter school applications from 75 days to 90 days and adds quality of proposed program as the primary factor for funding prioritization when multiple new charter schools are approved.

• Extends deadline for employing qualified graduates of national corps of teachers' training programs under shortage area permits in Bridgeport, Hartford, New Haven, and Stamford from July 1, 2011 to July 1, 2015.
