State Board of Education gains responsibility for all personnel decisions regarding hiring of certified teachers in regional vocational-technical schools, effective July 1, 2011.

Regional vocational-technical schools must establish operating budgets through a new process where individual schools submit budgets to a superintendent, who compiles them for subcommittee review and approval, with copies submitted to the Office of Policy and Management.

Apprenticeship program tuition fees increase from a maximum of one hundred dollars to two hundred seventy-five dollars per course, with employers required to pay at least half the tuition.

Transportation grants to local and regional boards of education are extended through fiscal year ending June 30, 2012 (previously 2011) for students attending Henry Abbott Technical High School in Danbury, with a maximum of two thousand five hundred dollars per pupil.

Public hearings required before closing or suspending any regional vocational-technical school must occur not less than thirty days prior to board vote, with additional hearings and plans required before extending closures or suspensions beyond the original period.
