Establishes a pilot program serving at least 100 temporary family assistance recipients participating in the jobs first employment services program, effective July 1, 2011.

Provides participants with intensive case management to identify employment goals, support service needs, and training/education requirements, plus funding for adult basic education, skills training, post-secondary education, or subsidized employment.

Allows the Commissioner of Social Services to grant time-limited cash assistance extensions beyond the standard 60-month limit for participants making good-faith program compliance efforts.

Requires the Commissioners of Social Services and Labor to submit a joint report to the General Assembly by October 1, 2012, detailing participant numbers, activities, support services provided, degrees/certificates obtained, and employment outcomes.
